If they knew in advance what the state of things was, then it could be Amazon Drive, Google Drive or OneDrive from Microsoft.
It is worth noting that the Chinese Apple iCloud agreement is more closely aligned with company policies, at least for Chinese users. In accordance with the law, they are stored on local servers, and not on the Apple server.
Apple has long been suspected of using third-party servers. In particular, in 2011, the company collaborated with Amazon and / or Microsoft to create cloud storage. And in 2018, Apple recognizes that iCloud relies in part on Google’s computing power.
